Request for Expressions of Interest

The RTA is launching an international tender to select a contract operator, with proven track record, know-how and experience in transportation operations, implementation of planning policy, network redesign, and strategic deployment of resources, as well as a creative sense for how to improve service and grow ridership. The selected company will be responsible for the provision of public transit in New Orleans and surrounding communities. The Authority is currently developing the full scope of contractor responsibility for management (personnel and fiscal) and future planning efforts. (Download the RFEI)

  • Contracting entity: Regional Transit Authority

  • Entity responsible for the contracting decision: Regional Transit Authority Board of Commissioners

  • Object of the Tender: Directed operation of the Regional Transit Authority and transit (bus, streetcar, and ferry) operations  

  • Place of implementation of the contract: New Orleans, Louisiana (and possibly adjoining jurisdictions at a future point)

  • Period of implementation of the contract: 5 years + 2 year extension at RTA’s option

 

This Request for Expressions of Interest (RFEI) is intended to invite potential bidders to study the New Orleans market, gather a sense of the RTA’s needs through the sharing of information which will be made available on a neutral basis to all interested parties, and provide input to the RTA in its development of a formal RFP. All information relative to the current operation of the Authority is published online here. This RFEI is the first step in our procurement process.

Site Visits:

The RTA will host three (3) site visits for any/all interested parties. Each scheduled day will provide the opportunity to visit all facilities operated by the RTA for administration and operation of the system. The dates of the site visits are: August 1, 2018, August 8, 2018, and August 15, 2018.  To RSVP, please email driveRTAforward@norta.com. The tentative schedule for each day is indicated below:

Teleconferences:

The RTA will host two (2) dial-in conference calls (August 7 and August 14) to allow interested parties to request information or ask questions. The calls will begin at 10:00am Central Daylight Time, and the call-in number is 605-472-5531 and the access code is 979640. Transcripts of these calls along with answers and additional information will be posted to this site no later than August 31, 2018.

Other Correspondence:

The deadline to submit written questions to RTA staff is August 17, 2018. Any emails received relative to the RFEI will be converted to .pdf files and uploaded to this site. Questions or requests for information received via email will be included with the answers and information from the teleconferences no later than August 31, 2018. Responses to Inquiries:

All email correspondence and inquiries can be found at the link, above, however this section is intended to provide answers to specific questions received during the RFEI process. 

  • Herzog Transit Services: Summary of the employee pension situation.

    • The Authority has legacy pension responsibilities for which the contractor is not responsible. Current employees have private retirement 401k accounts through Transdev. ​

  • Herzog Transit Services (similar question received from Alternate Concepts, Inc.): Will the RTA offer an additional official site visit/tour after the scope of services is finalized and the RFP is released?

    • Answer: Additional site visits/tours will be offered during development of the final scope of services (likely i​n mid-to-late October), before the RFP is released. The October tours will likely be mode-specific over multiple days to allow more time at individual facilities and we expect to have that schedule set in the coming weeks. After the RFP is released, we expect to host 1 or 2 site visits/tours, but are open to building more into the schedule based on the feedback we receive. 

  • Herzog Transit Services: Will the RTA consider extending the procurement process by 4-months to allow proposers adequate time to prepare responsive proposals?

    • Answer: The RTA is presently working to revise the procurement schedule to ​provide additional time for the preparation of responses following issuance of the RFP. We do not believe that we will be able to accommodate a 4-month response window, but we believe we can accommodate a period of 3-months (with a response deadline of March 1, 2019).

Submittal Date

Deadline for interested parties to submit Expressions of Interest is September 7, 2018.  The Expressions of Interest may include policy suggestions for RTA to consider as it develops the Request for Proposals.  Submission of an Expression of Interest is not required for participation in the RFP process.
