The purpose of this Request for Proposals (RFP), released January 4, 2019, is to solicit competitive sealed proposals from qualified proposers for the provision of performance-based transit Operations and Maintenance (O&M) services with regard to the public transit system of the City of New Orleans. The New Orleans Regional Transit Authority (RTA) is seeking to engage a qualified Contractor, or a joint venture of qualified Contractors, to provide the day-to-­day O&M services across four transit modes, including buses, streetcars, ferries, and paratransit.


The RTA is launching an international tender to select a contract operator with a proven record of accomplishment, expertise and experience in transportation operations, implementation of planning policy, and strategic deployment of resources, as well as a creative sense for how to improve service and grow ridership. The selected proposer will be responsible for the provision of public transit in New Orleans and surrounding communities.

  2. Entity responsible for the contracting decision: Regional Transit Authority Board of Commissioners

  3. Object of the Tender: Operation and Maintenance of the Regional Transit Authority’s fixed route bus, streetcar, paratransit, and ferry services, and maintenance of fixed assets.

  4. Place of implementation of the contract: New Orleans, Louisiana (and possibly adjoining jurisdictions at a future point)

  5. Period of implementation of the contract: 3 years plus 2 3-year optional extensions at the agency’s discretion.

Evaluation and Selection

  •  May, 2019, RTA will select the successful bidder.

 

Negotiation and Mobilization

  •  RTA and the successful bidder will negotiate final terms of the contract, and ramp up for smooth transition.

 

Commencement of Service

  •  The new contract will commence September 1, 2019
